The federal Renewable Energy Framework of 2009 (30 CFR, Part 285) authorized the Minerals Management Service of the U.S. Department of the Interior to form state task forces to participate in the planning process for offshore energy leasing. In April 2010, the Maryland Renewable Energy Task Force was convened by the Minerals Management Service, which became the Bureau of Energy Management, Regulation and Enforcement in June 2010.

The Task Force brings together federal, State and local government officials to plan for offshore commercial renewable energy leasing.
