The Department is funded by the County with financial support from the City of Salisbury. Development policies are determined by the Salisbury Mayor and Council and by the Wicomico County Council in conjunction with the Planning and Zoning Commission (County Code, sec. 62-7).
Appointed by the County Executive with County Council consent, the five members of the Board serve five-year terms (Code Agriculture Article, sec. 2-504.1).

PLANNING & ZONING COMMISSION
The Commission consists of nine members. Seven are appointed to five-year terms: three by the County Executive with County Council consent, three by the Salisbury Mayor with City Council consent, and the chair jointly by both the County and the City. Two serve ex officio (Code 1957, Art. 66B, secs. 3.01-3.09; County Code, secs. 62-1 through 62-7, 225-1 through 225-159).

AGRICULTURAL PRESERVATION ADVISORY BOARD
The Agricultural Preservation Advisory Board advises the County Council on the establishment of agricultural districts and the approval of purchases of easements within the County by the Maryland Agricultural Land Preservation Foundation.
The Historic District Commission reviews all construction or demolition activity affecting the external appearance of buildings within approved Historic Districts. Currently, only one Historic District (Quantico) has been established.
In 1954, the Planning and Zoning Commission was created.
