The Education Reform Act of 2010 (Chapter 189, Acts of 2010) requires the State Board of Education to adopt regulations establishing general standards for performance evaluations of certified teachers and principals. On June 1, 2010, the Maryland Council for Educator Effectiveness was authorized by the Governor (Executive Order 01.01.2010.12). The Council was to develop a model system for evaluating these educators that defines "effective" and "highly effective" teachers and principals, and specifies how measurements of student learning relate to other components of the evaluation. The model system had to ensure that every educator is evaluated using multiple, fair, transparent, timely, rigorous and valid methods. Further, every educator is to be given a meaningful opportunity to improve his or her effectiveness, and the means to share effective practices with educators statewide.
The Council was to create an advisory panel to provide expert advice to the Council, and was authorized to create work groups to address specific issues.
On June 21, 2011, the Council submitted its initial recommendations to the Governor, the General Assembly, and the State Board of Education. Authorization for the Council extended through December 31, 2011.
The Council decided to continue meeting in 2012, to evaluate and make further recommendations concerning the pilot evaluation system and regulations.
On April 18, 2012, the Governor extended authorization for the Council through December 31, 2013 (Executive Order 01.01.2012.09). At that time, the Council is to submit a final summary report with an update on the progress of local districts in implementing their new educatior evaluation systems.
