Maryland Competitive Advantage Financing Fund was created in 1999 to provide loans to small businesses unable to borrow from traditional lenders (Chapter 299, Acts of 1999). At request of Senate Budget and Taxation Committee and House Appropriations Committee, Department fashioned Work Group in Aug. 2000 to examine role of local economic development officials and organizations in small business lending, and evaluate whether Fund should be administered at State or local level.
On Dec. 31, 2000, Work Group reported to Senate Budget and Taxation Committee, and House Appropriations Committee.
MARYLAND ECONOMIC ADJUSTMENT FINANCING COMMITTEE
Committee approved applications for defense adjustment loans and set terms and conditions for such loans.
Appointed by Secretary of Business and Economic Development, Committee consisted of at least seven members who served two-year terms (Code Economic Development Article, secs. 5-202).
Authorization for Committee was repealed effective July 1, 2010 (Chapter 14, Acts of 2010).

In March 2010, Secretary of Business and Economic Development convened Maryland Green Jobs and Industry Task Force. Charge of Task Force was to develop a comprehensive strategic plan to move Maryland towards a green and sustainable economy by promoting green jobs, clean and efficient energy, and resource protection and restoration.
In July 2010, Task Force reported to Governor.

Through marketing campaigns in this country and abroad, Office encouraged new businesses to locate and develop in Maryland. Office provided information to corporations about economic resources of State, including raw materials, power and water resources, transportation facilities, markets, labor, banking and financing options, industrial sites, and incentives offered by State government.
Maryland as a premier business location for foreign and domestic firms was marketed by Office. With key decision makers and business location consultants, Office targeted certain markets and industries to recruit fastest growing firms for relocation in State.
Within Office were two teams that targeted specific segments of industry: Finance, Insurance, and Real Estate; and Manufacturing, Transportation, and Distribution.

Partnership formed in 1989, when Partnership for Workforce Quality Program was established within Department of Economic and Employment Development (Chapter 292, Acts of 1989). Formerly under Office of In-State Business Services, the Board transferred to Business Development-Baltimore Region in Dec. 2003.
Partnership for Workforce Quality Program provided training services to improve competitiveness and productivity of Maryland's workers and businesses, upgrade employee skills for new technologies or production processes, and help Maryland businesses promote employment stability. Board consulted with Workforce Investment Board and advised Secretary of Business and Economic Development about Program.
With advice from Secretary of Business and Economic Development and Chair of Workforce Investment Board, Governor named Board's fifteen members to three-year terms (Code 1957, Art. 83A, secs. 3-701 through 3-704).
Board has been inactive since 2003.

In Aug. 2009, Secretary of Business and Economic Development convened Task Force. Advocating for Maryland's small businesses, Task Force considered challenges faced by small businesses and other issues affecting them.

Origins of Interagency and Local Government Coordination trace to 1993 when Office of Regulatory and Environmental Assistance was established within Division of Regional Development. In July 1999, Office of Regulatory Affairs and Analysis emerged. That office developed policy initiatives and cooperation to make Maryland's business climate "business-friendly." Also in July 1999, Office of Community Planning was created to work with local government officials and their economic development offices on strategic planning. Functions of these two offices combined in Jan. 2001 to form Office of Interagency and Local Government Coordination. As Intergovernmental Coordination, it moved to Governor's Office of Business Advocacy and Small Business Assistance in Dec. 2003. In Nov. 2004, it reorganized as Interagency and Local Government Coordination and transferred to Business Development-Rural Region, whose functions were reassigned in Feb. 2007.

In Dec. 2001, Office of Technology and International Business restructured as Office of Global Investment and Technology, and its international marketing component expanded to become Office of International Trade.

Under Division of Business Development, Small and Minority Business Initiatives began as Maryland Business Assistance Center. In 1991, Center functions reorganized as Office of Business Assistance under Division of Business Resources. Office became Business Assistance in 1993 and Office of Regional Response in 1995. In April 1998, Office of Regional Response merged with Community Infrastructure Development to form Office of Community Assistance. In July 1999, Office was renamed Office of In-State Business Services, and, in Sept. 2003, became Office of Small and Minority Business Initiatives. In Dec. 2003, Office moved to Governor's Office of Business Advocacy and Small Business Assistance as Small and Minority Business Initiatives. Functions absorbed by Division of Small Business in 2007.
